Analysis of the causes of “returning to poverty due to epidemic disease” and policy suggestions in the context of COVID-19

Abstract

In this outbreak of covid-19, the phenomenon of “returning to poverty due to epidemic disease” appeared. Based on the idea of DFID’s sustainable livelihood approach (SLA) and the impact of the epidemic, this paper finds that the reason for “returning to poverty due to the epidemic” lies in the overall lack of livelihood capital of poor households and the limitations of carrying out livelihood strategies. On this basis, the paper puts forward policy suggestions for sustainable development to help China’s targeted poverty alleviation find out the deficiencies and make up for the omissions, and strengthen the foundation and consolidate the foundation.
